Implementation Measures for Household Registration of Introduced Talents in Tianjin Municipality

To thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, fulfill the requirements of the “One Base and Three Zones” development strategy, accelerate the aggregation of talent from all sectors, build a premier talent hub, and advance the construction of a modernized Tianjin in five key areas, and in accordance with the “Haihe Talents” Action Plan of Tianjin Municipality, these Measures for Implementing Household Registration for Introduced Talent are hereby formulated.
To thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, fulfill the requirements of the “One Base and Three Zones” development strategy, accelerate the aggregation of talent from all sectors, build a premier talent hub, and advance the construction of a modernized Tianjin in five key areas, in accordance with the “Haihe Talent” Action Plan of Tianjin Municipality, these Measures for Implementing Household Registration for Introduced Talents are hereby formulated.
Article 1: Domestic and foreign talents who meet the following conditions and are in good health with no criminal record may apply for household registration in Tianjin.
(1) Academic‑qualified personnel. This category includes: regular university graduates—full‑time undergraduate students generally not older than 40; graduate students holding a master’s degree, generally not older than 45; and graduate students holding a doctoral degree, with no age limit.
(2) Qualification‑based talent. This category includes individuals who have obtained associate senior or higher professional titles, as well as those who hold professional qualifications such as actuary, Chartered Financial Analyst (CFA), Financial Risk Manager (FRM), Certified Public Accountant, Certified Tax Agent, Registered Architect, Registered Survey and Design Engineer, Registered Asset Appraiser, or lawyer, whether in China or abroad.
(3) Skilled personnel: This category includes individuals who are employed by employers within the city, have graduated from a higher vocational institution and have worked for at least one year, or have graduated from a secondary vocational school and have worked for at least three years; they must hold a senior professional qualification and be no older than 35 years of age; those with a technician professional qualification must be no older than 40 years of age; and those with a senior technician professional qualification must be no older than 50 years of age.
(4) Entrepreneurial Talent: Entrepreneurs who establish enterprises in Tianjin that align with the city’s industrial policy priorities, provided that the enterprise has been operating stably for more than one year and the entrepreneur has cumulatively paid personal income tax of no less than RMB 100,000. Core members of the entrepreneurial team are not subject to age restrictions.
(5) Urgently Needed Talent. For leading enterprises in strategic emerging industries such as artificial intelligence, biopharmaceuticals, new energy and new materials, next-generation information technology, high-end equipment manufacturing, digital creativity, aerospace, and energy conservation and environmental protection, the talent they urgently require shall be determined by the enterprises themselves. The talent offices of each district are responsible for organizing the qualification assessment of leading enterprises within their respective districts and for publishing the list of such leading enterprises.
Article 2: Talents coming to Tianjin may choose one of the following locations for household registration:
(1) Property owned in the name of the applicant or their spouse;
(2) The collective household of the unit to which one belongs;
(3) Talents coming to Tianjin who do not own property and whose employing units do not have a collective household registration shall register their household in the talent‑specific collective household designated by the district human resources and social security department.
(4) Talents coming to Tianjin who are not employed by any organization shall register their household and have their personnel files archived under the collective household registration of the China Northern Talent Market.
Article 3: Talents who are introduced shall follow the procedures set forth below to complete household registration formalities:
(1) For introduced talents who meet any one of the first four conditions set forth in Article 1 of these Measures, the applicant shall log in to the Tianjin Public Security Livelihood Service Platform, download the “Tianjin Public Security” mobile app, and submit an online application for household registration. The public security authorities shall provide feedback on the review result within three working days. Upon approval, those who have chosen a place of household registration under any of the first three paragraphs of Article 2 shall proceed to the joint review window for introduced talents at the administrative service center of the intended district to complete the pre‑transfer procedures; those who have chosen a place of household registration under the fourth paragraph of Article 2 may complete the pre‑transfer procedures at any district‑level administrative service center.
(2) Leading enterprises that have been certified as eligible for direct recommendation, when recruiting urgently needed talent meeting the criteria set forth in Paragraph 5 of Article 1 of these Measures, shall have their human resources departments submit a proposed list of such candidates. Following confirmation by the enterprise’s chairman, a letter of recommendation for household registration shall be issued and submitted to the District Talent Office. Upon approval by the District Talent Office, a Certificate of Recognition for Urgently Needed Talent will be issued. The enterprise’s human resources department or the candidate themselves shall then electronically submit the relevant data in accordance with the household registration application procedures outlined in Paragraph 1 of this Article, and, together with the required supporting documents, proceed to the joint review window for talent recruitment at the administrative service center of the intended district of residence to complete the pre‑migration formalities.
All introduced talents, upon receiving the Certificate of Approval for Relocation, shall return to their place of origin to complete the procedures for transferring their household registration out, and then proceed to the Population Service Management Center of the relevant public security sub-bureau or to the local police station to register their household.
Article 4: The following documents shall be submitted when applying for the pre‑registration procedures for household registration:
(1) For candidates with academic qualifications, please provide your resident ID card, diploma, and degree certificate.
(2) For qualification-based personnel, please provide a resident identity card and a professional title certificate or a practice qualification certificate.
(3) For skilled personnel, please provide your resident ID card, professional qualification certificate, academic degree certificate, and either an employment contract in Tianjin or proof of social security contributions.
(4) For entrepreneurial talent, please provide your resident ID card, the enterprise’s business license, and proof of personal income tax payments.
(5) For urgently needed talent, applicants must provide their resident identity card and a certificate of designation as urgently needed talent issued by the talent office of their district.
In addition to the aforementioned documents, introduced talent shall also submit the relevant materials corresponding to the household registration location selected under Article 2 of these Measures: for those registering at a property owned by themselves or their spouse, provide legal proof of ownership; for those registering under a unit’s collective household registration, submit a photocopy of the first page of the unit’s collective household registration book (with the official seal of the unit); for those registering under a municipal or district talent collective household registration, no additional materials related to the talent collective household are required—household registration procedures may be processed directly.
Article 5: The district public security, human resources and social security, and education authorities shall be responsible for the tripartite joint review at the service window. No fees shall be charged for processing the procedures for household registration transfer approval.
The district public security and human resources and social security departments have announced hotline numbers for consultation services and for reporting complaints, to handle inquiries, investigate reports and complaints, and promptly address any violations.
Article 6: The municipal public security authorities shall take the lead in coordinating with the human resources and social security and education departments to conduct annual random inspections of talent‑related household registration cases at a rate of no less than 10%, thereby strengthening ongoing and post‑event oversight. Individuals found to have obtained household registration through fraud or falsification shall have their household registration canceled and be placed on an integrity “blacklist”; the enterprises responsible shall have their recommendation qualifications revoked; in cases of serious misconduct, legal liability shall be pursued in accordance with the law.
This Measures shall enter into force as of the date of its promulgation and shall be reviewed and refined annually in light of operational performance.
