Chapter I: General Provisions
Article 1 These Regulations are formulated on the basis of relevant laws and administrative regulations, combined with the actual conditions of the city, in order to optimize the environment for the development of talents, accelerate the gathering of outstanding talents in all aspects of patriotism and dedication, stimulate the vitality of talent innovation and entrepreneurship, promote the implementation of the strategy of strengthening the city with talents, and provide talent and intellectual guarantees for the comprehensive construction of a modern socialist metropolis.
Article 2: These Regulations apply to the work of personnel training, development, introduction, mobility, use, evaluation, incentives, services, and safeguards within the administrative area of this Municipality.
"Talents" as used in these Regulations refers to persons who have certain professional knowledge or special skills, perform creative labor, and contribute to society, and are laborers with high ability and quality in human resources.
Article 3: Talent development efforts shall adhere to the leadership of the Communist Party of China, and provide strong political and organizational safeguards for promoting talent development.
To promote talent development, the Party shall adhere to the principles of Party management of talents, serving the overall situation of development, highlighting market orientation, embodying categorical policies, and expanding the openness of talents, and build a talent development governance system that is scientific, standardized, open and inclusive, efficient in operation, and shared in wisdom.
Article 4: Municipal and district people's governments shall incorporate talent work into the national economic and social development plan, coordinate the promotion of priority development of education, self-reliance and self-improvement in science and technology, and talent-led drive, build a platform for the comprehensive development of talents, innovate mechanisms, and optimize the environment, and fully stimulate the potential of talents for innovation and entrepreneurship.
Talent development shall be an important part of special plans for industry, education, science and technology, culture, health, etc., as well as the establishment and demonstration of various major scientific research or engineering projects.
Fifth municipal and district comprehensive departments in charge of talent work is responsible for the talent work and talent team construction within the administrative area of the lead in the general, undertake organizational coordination, macro guidance and supervision and inspection, organize the implementation of major talent policies and talent projects.
The human resources and social security department is responsible for the organization and implementation of talent policies, the cultivation and development of human resources market, and the construction of talent service systems.
Development and reform, education, science and technology, industry and information technology, public security, civil affairs, finance, planning resources, housing and urban-rural construction, agriculture and rural affairs, health, market supervision and management, state-owned assets supervision and management, government services, intellectual property rights and other relevant departments shall, in accordance with their respective duties, reasonably plan human resources, promote the construction of talent teams, and do a good job in promoting talent development.
Article 6: Organizations such as trade unions, Communist Youth Leagues, women's federations, federations of literary and artistic circles, science and technology associations, federations of returned overseas Chinese, disabled persons' federations, federations of industry and commerce, federations of social sciences, writers' associations, and other such organizations shall combine their own advantages to do a good job of communication, liaison, recommendation, and service for talent.
Article 7 Employers shall play a major role in the training, introduction, use, evaluation, incentives, and services of talents. The municipal and district people's governments and their relevant departments shall safeguard and implement the autonomy of employers.
Article 8 The city implements the "Haihe Talents" action plan, improves and improves the talent development policy system, builds a talent work brand, introduces and makes good use of talents in an all-round way, and promotes the construction of a talent gathering highland.
Article 9: The Municipality supports TFI Higher Education Science and Technology Innovation Park, Binhai New Area, and other areas to take the lead in piloting, promote the reform of talent development, and create experiences that can be replicated and promoted.
Article 10: The city strengthens the publicity of outstanding talents and advanced models, and creates an atmosphere of respect for labor, knowledge, talent, and creation.
Article 11 The municipal and district people's governments shall, in accordance with the relevant provisions, establish a commendation and reward system for the promotion of talent development, and commend and reward all kinds of talents and teams that have made outstanding contributions to economic and social development, as well as organizations and individuals that have made remarkable achievements in the promotion of talent development.
Chapter 2 Personnel Training and Development
Article 12: The cultivation and development of talents shall follow the law of talent growth, adhere to the principle of having both ability and political integrity, cultivate a scientific spirit, improve overall quality, and improve the level of technical skills and innovation and entrepreneurship.
13th Municipal People's Government shall establish and improve the long-term and stable support mechanism for the cultivation of basic research talents and cutting-edge technology research talents, encourage talents to independently choose the direction of scientific research, form a scientific research team, and provide support in project establishment, scientific research funds, financial subsidies, etc., to enhance the ability of scientific and technological originality.
Article 14: The city gives play to the fundamental role of education in the cultivation of talents, promotes the construction of world-class universities and first-class disciplines in institutions of higher learning, strengthens the construction of basic disciplines and the cultivation of basic research talents, and strengthens the ability to make independent arrangements for basic research.
Departments such as for education, science and technology, finance, human resources, and social security shall strengthen policy support for institutions of higher learning in areas such as discipline construction, professional setting, and college students' entrepreneurship and employment guidance services.

Article 15: The Municipality supports the development of international academic exchange activities, and organizes high-level talents to go abroad (outside the territory) to carry out study and training, academic exchanges, and other activities.
Encourage institutions of higher learning, scientific research institutions, leading enterprises, etc. to strengthen cooperation with internationally renowned universities and academic institutions, carry out joint training of talents and joint scientific research, actively participate in the organization of major international and regional scientific programs and scientific projects, and enhance the ability of talents to collaborate and innovate internationally.
Article 16: The city persists in carrying forward the spirit of scientists, emphasizing the selection and cultivation of high-level compound talents with the potential of strategic scientists.
Municipal departments of education, science and technology, industry and information technology, public security, finance, human resources and social security, agriculture and rural affairs, health and health, and state-owned assets supervision and administration shall support qualified talents in project commitment, academic exchanges, team building, etc.
Article 17: The city establishes and improves systems and mechanisms to promote the growth and innovative operation of entrepreneurs, relying on institutions of higher learning, leading enterprises, etc., to carry out normalized and systematic training in strategic management, market development, business models, capital markets, etc., to promote the entrepreneurial spirit and cultivate outstanding entrepreneurs and professional managers.
Article 18: Municipal and district people's governments shall accelerate the cultivation and development of young talents, and attract, gather and support young talents. In the selection of experts, the declaration of scientific research projects, and the recognition of science and technology, young talents are favored, and a certain proportion of young talents are arranged in various talent projects such as education and science and technology; Support outstanding young talents to go abroad for short-term training, academic exchanges, visiting studies, cooperative research and other activities; Support the construction of postdoctoral research mobile stations, scientific research workstations, and innovation practice bases, give full play to the role of academician workstations and academician expert collaborative innovation centers, and introduce and cultivate high-level and innovative young talents.
Article 19 The city actively promotes the construction of outstanding engineering and scientific and technological talents. Support institutions of higher learning to train outstanding engineers, encourage enterprises and institutions of higher learning to jointly design training objectives, formulate training programs, implement training processes, and evaluate training quality.
20th municipal human resources and social security departments should improve the continuing education of professional and technical personnel working mechanism, improve policies and measures, support professional and technical personnel to update knowledge, enhance capacity.
Employers shall include the continuing education of professional and technical personnel in the scope of employee education and training, and carry out continuing education and training for professional and technical personnel.

Article 22: The city is to make overall plans to advance the establishment of all types of talent teams, vigorously cultivating and developing professionals in all fields such as education, science and technology, culture, health, rule of law, finance, and rural revitalization.
Article 23 The municipal and district people's governments and their relevant departments shall make overall plans for scientific and technological research and development, implement major talent projects in combination with leading industries, and give play to the leading role of talents in scientific and technological innovation and industrial transformation.
Support the construction of national key laboratories, Haihe laboratories, and municipal key laboratories, and set up scientific research platforms such as technology innovation centers, industrial innovation centers, manufacturing innovation centers, engineering research centers, enterprise technology centers, and clinical medical research centers, so as to promote the gathering of innovation resources and cultivate high-level innovative talents.
The city will build TFI Higher Education Science and Technology Innovation Park with high standards, enhance the carrier function of university science and technology parks and maker spaces, build a multi-level incubation system, establish specialized technology transfer institutions, hold college students' innovation and entrepreneurship competitions, and support college students' innovation and entrepreneurship.
Article 24: The city is to strengthen the establishment of innovation consortia, supporting the development of the "Ten Major Industry Talent Innovation and Entrepreneurship Alliances" such as unmanned aerial vehicles and new materials, intelligent rail transit, intelligent networked vehicles, semiconductor integrated circuits, high-end equipment and intelligent manufacturing, the new Internet economy, power and electrical, electronic information and big data, biomedicine, aerospace, and so forth, to build platforms for project docking, talent docking, and financial docking, providing policy support and application scenarios, and promoting the integrated development of industry, science and technology, and talent.
Chapter III Talent Introduction and Mobility

Article 26 The municipal and district people's governments shall, in accordance with the needs of economic and social development within their respective administrative regions, support employers in bringing in strategic scientists, leading scientific and technological talents, innovative and entrepreneurial teams, young scientific and technological talents, outstanding engineers, highly skilled talents, outstanding entrepreneurs and professional managers, as well as other urgently needed talents that match industrial development and education, science and technology, culture, and health undertakings.
27th municipal human resources and social security departments shall, in conjunction with the relevant departments and district people's Governments, docking the talent needs of employers, formulate and publish a catalog of talent needs, establish talent recruitment workstations in talent-intensive areas, and organize and carry out campus recruitment, innovation and entrepreneurship competitions, talent exchange and matchmaking meetings, high-end talent forums and other talent recruitment activities.
Article 28: The city encourages institutions of higher learning, scientific research institutions, enterprises, public institutions, and social organizations to jointly establish carriers such as pioneer parks for returnees from studying abroad and offshore innovation and entrepreneurship bases for overseas talents, and to unblock channels for innovation and entrepreneurship for returnees to come to Tianjin in the form of innovative network recruitment, overseas recruitment, and talent recommendation.
Provide convenience for qualified foreign high-level talents and their core team members to apply for long-term residence and permanent residence, apply for work permits, and enjoy financial services.
Article 29 The municipal and district people's governments shall deepen cooperation with institutions of higher learning, formulate and implement support policies for job search, settlement, house purchase, innovation and entrepreneurship, and smooth the channels for graduates of institutions of higher learning to come to Tianjin and stay in Tianjin for employment and entrepreneurship.
Article 30: The city encourages social forces to participate in the introduction of talents, and rewards are given in accordance with relevant provisions.
Support employers to cooperate with human resource service agencies, industry associations, chambers of commerce, societies and other social organizations to attract talents. Encourage human resource service institutions, social organizations and individuals to recommend outstanding talents.
Article 31: The city encourages employers to introduce talents and intelligence through means such as project cooperation, achievement transformation, and technology introduction. Encourage institutions of higher learning, scientific research institutions, enterprises and institutions to solicit original ideas and technical solutions at home and abroad.
The relevant departments of the city can adopt methods such as unveiling the list and taking the lead in major scientific and technological research and development projects, and introduce talents and intelligence to carry out technical research and solve technical problems.
Article 32: The city unblocks channels for the flow of talent, and supports the exchange of talent among state organs, enterprises, public institutions, and social organizations.
Municipal and district people's governments shall increase the level of protection for front-line talents in difficult positions and rural areas, implement various projects to help the professional development of rural teachers, select and dispatch science and technology commissioners and specially hired agricultural technicians and other talent services at the grassroots level, and encourage and guide the flow of talents to difficult positions and rural areas and other grass-roots front-line projects.
Article 33: The city encourages institutions of higher learning and scientific research institutions to set up a certain proportion of mobile positions, and introduce entrepreneurs and enterprise scientific and technological personnel with innovative practical experience to engage in teaching and scientific research work on a part-time basis.
Article 34 The city adheres to the integrated development of talents in Beijing, Tianjin and Hebei, supports the construction of Binhai-Zhongguancun Science and Technology Park, Baodi Beijing-Tianjin Zhongguancun Science and Technology City, Beijing-Tianjin Cooperation Demonstration Zone, Wuqing Beijing-Tianjin Industrial New City, etc., and attracts and undertakes relevant projects, talents and teams; Promote the construction of Xiong'an cooperative campuses of vocational schools, create vocational education professional groups that adapt to the industrial development of Xiong'an New Area, select technical talents to support the development of Xiong'an New Area, and serve the construction of Xiong'an New Area.

Article 35 The Municipality shall support talents holding overseas professional qualifications to work in Tianjin or carry out exchanges and cooperation. In accordance with the relevant regulations, the approved talents will be provided with work permits, entry and exit, innovation and entrepreneurship and other facilitation in specific areas such as the China (Tianjin) Pilot Free Trade Zone.
Chapter 4 Use, Evaluation and Incentive of Talents
Article 36: The use of talent shall adhere to the principle of matching people to posts, using them at the right time, and making the best use of their talents, and use talents scientifically and rationally on the basis of talent evaluation.
Talent evaluation should adhere to both ability and political integrity, morality first, highlight morality, ability, and performance orientation, pay attention to the quality, contribution, influence, transformation and application of representative achievements, and break the tendency of only papers, professional titles, academic qualifications, and awards.
Talent incentives should adhere to the combination of spiritual incentives and material incentives, and be guided by respecting and realizing the value of talents, so as to stimulate the vitality of talents' innovation and entrepreneurship.
Article 37: The city persists in improving mechanisms for the use of talent, promoting employers to establish and improve employment systems in accordance with law, implementing various talent policies, improving the effectiveness of the use of talent, and making the value of talent fully respected and realized.
Article 38: State organs, enterprises, institutions, and social organizations shall establish and improve an open, fair, competitive, and merit based talent selection and appointment system, and give full play to the creative role of talents.
Article 39: This city encourages research personnel from institutions of higher education, scientific research institutions, and other public institutions to innovate and start businesses through leaving their posts, part-time innovation, on-the-job entrepreneurship, working in enterprises, or participating in project cooperation. During the period when off-duty researchers engage in innovation and entrepreneurship activities, their original units shall retain their personnel relationships in accordance with relevant regulations.
Article 40: The city is to establish and complete scientific, reasonable, and pluralistic talent evaluation mechanisms, giving play to the role of the government, the market, professional organizations, employers, and other evaluation entities, and carrying out talent evaluations by category and level through methods such as organizational evaluations, social evaluations, expert evaluations, market evaluations, big data evaluations, and recommendations by scientists and entrepreneurs.
Article 41: The departments of human resources and social security, in conjunction with the competent departments of the industry, shall improve the system for the evaluation of professional titles, highlight the leading role of employers in the evaluation of professional titles, and support qualified institutions of higher learning, scientific research institutions, medical and health institutions, enterprises, and so forth in carrying out independent evaluation of professional titles in accordance with relevant provisions.
Departments such as for human resources and social security shall unblock channels for non-public economic organizations, social organizations, and freelancers to apply for participation in the evaluation of professional titles. Unblock the evaluation channels for overseas talents, and overseas talents working in the city can refer to the city's professional and technical talent standards and directly apply for the corresponding titles according to their actual work experience.
Departments such as human resources and social security shall promote the effective connection between the professional title system and the professional qualification and vocational skill level system, and expand the career development channels for technical and skilled personnel.
Article 42: The city encourages state-owned enterprises and public institutions to adopt methods such as the annual salary system, the negotiated wage system, and project wages to reasonably determine the remuneration of high-level and urgently needed talents.
Employers are encouraged to encourage talents through equity, options, dividends, etc. in accordance with relevant regulations.
Article 43 Institutions of higher learning and scientific research institutions may, in accordance with relevant provisions, independently decide on the use, disposal and management of the scientific and technological achievements they hold.
After the transformation of post scientific and technological achievements, the unit that completes the scientific and technological achievements shall reward and reward the personnel who have made important contributions to the completion and transformation of the scientific and technological achievements.
Article 44: The city encourages enterprises and public institutions to set up positions such as chief researchers, chief scientists, chief engineers, and chief technicians, and give corresponding treatment according to their actual contributions.
Chapter V: Talent Services and Guarantees
Article 45: Municipal and district people's governments shall optimize the environment for talent development, and promote the establishment of a comprehensive talent service guarantee system in which the government, the market, society, and employers work together.
Article 46: Municipal and district people's governments shall integrate the service resources of relevant functional departments, build a comprehensive service platform for talents, optimize processes, improve efficiency, and provide convenient services for talents and employers.
Municipal and district people's governments shall promote the informatization of talent work, using the Internet, big data and other information technology means to strengthen information and data sharing and intelligent and accurate services, and improve the level of intelligence in talent services.
Article 47: The city protects the lawful rights and interests of all types of talent in accordance with law, relying on the government service convenience hotline to establish a talent service line, and relevant departments are to promptly handle complaints and reports involving the rights and interests of talents, collect opinions and suggestions, and provide consultation and assistance in talent service safeguards. The municipal and district people's governments and their relevant departments shall handle the transferred matters received in accordance with their responsibilities, complete them within a time limit, and give feedback one by one.
The municipal and district people's governments shall, in accordance with the relevant provisions, establish a team of talent service commissioners who are familiar with policies, proficient in business, and good at communication, to provide professional services for relevant talents.
Article 48: The relevant departments of the municipal and district people's governments shall complete and improve specific policies and measures for talent services, and provide talents with supporting services such as entry and exit, residence, settlement, health, housing, employment and entrepreneurship, children's education, spouse employment, social insurance, and file management in accordance with their respective duties.
Encourage talent-intensive industrial parks and qualified enterprises and institutions to improve supporting service facilities, introduce high-quality kindergartens, primary and secondary schools, medical and health institutions, etc., to solve the problems of children's education and medical care.
Article 49 High-level talents holding the "Haihe Talent" card shall enjoy policy support in the evaluation of professional titles, employment by units, entrepreneurial support, etc., and enjoy relevant services in terms of settlement, entry and exit, social insurance, financial services, medical care, children's schooling, spouse employment, living allowance, house purchase, etc.
The district people's government may, in light of the actual situation, implement special regional talent services to attract high-level talents to work and live within its administrative area.
Article 50: The city is to do a good job in housing security for talents, and meet the housing needs of talents through multiple channels through monetary subsidies, rental housing, and talent apartments.
The district people's government can build a talent community in combination with the actual situation, and enrich the functions of residence, business, consumption, leisure, education, medical care and so on.
Article 51: The city is to establish and complete mechanisms for the protection of intellectual property rights, strictly implement systems for prevention, early warning, and response to infringements, and punitive damages for intellectual property rights infringement, clear channels for assistance in protecting talents' intellectual property rights, and create a level playing field that encourages talent to innovate and start businesses.
Municipal and district people's governments shall strengthen the establishment of intellectual property rights operation service systems, complete and improve systems for the assessment and evaluation of intellectual property transactions, and support for risk compensation for pledge financing, to promote the transfer and transformation of intellectual property rights.
Article 52: The city is to complete and improve the personnel file management service system for mobile personnel, promoting the smooth and orderly flow of human resources.
Public human resources service agencies and units authorized by the municipal human resources and social security departments shall provide basic public services for personnel files free of charge for mobile personnel.
Article 53: Municipal and district people's governments shall improve a unified, open, competitive and orderly human resources market system, relying on human resources service industrial parks and human resources service export bases, etc., to introduce and cultivate human resources service institutions, cultivate human resources service industry talents, and promote the high-quality development of human resources service industry.
Article 54: Municipal and district people's governments shall support the development of the science and technology service industry, cultivating special industries for science and technology services such as testing and inspection, data computing, and science and technology finance, and building platforms for business incubation and pilot verification, to provide professional services for talent innovation and entrepreneurship.
Encourage financial institutions to develop and provide innovative products such as talent loans and talent investment, enrich financial business, and increase credit delivery. Encourage insurance institutions to develop and launch insurance products covering R&D, entrepreneurship, and talent health. Promote the incremental expansion of intellectual property pledge financing, improve the linkage between commercial banks, venture capital, and angel investment and loans, and alleviate the financing difficulties in the early stage of talent entrepreneurship.
Article 55: The Municipal People's Government shall establish a special fund for talent development to ensure the implementation of various policies and work on talent development. The district people's government may set up special funds for talent development in combination with the actual work.
The municipal and district people's governments shall include the funds for talent work in the financial budget and guarantee them for promoting the development of talents.
Encourage social organizations, enterprises and individuals to initiate the establishment of talent development funds to provide financial support for talent development.
Article 56: The city implements a responsibility system for talent work objectives, and includes talent work in the district and departmental performance appraisal index system.
Article 57: Municipal and district people's governments shall establish fault-tolerant and exemption mechanisms to support innovation and entrepreneurship, encourage innovation, tolerate failures, and create a positive environment for recognizing, loving, respecting, and using talents.
Chapter VI: Legal Responsibility
Article 58: Where laws or administrative regulations already have provisions on handling conduct that violates the provisions of these Regulations, follow those provisions.
Article 59: Where state employees violate the provisions of these Regulations by failing to perform their duties or abusing their authority, dereliction of duty, or twisting the law for personal gain, the directly responsible managers and other directly responsible personnel are to be dealt with in accordance with law; where a crime is constituted, criminal responsibility is pursued in accordance with law.
Article 60: Where an employer or individual violates the provisions of these Regulations by fraudulently or fraudulently obtaining preferential policies or funds for talents, the policy implementation department or the fund approval department shall cancel the benefits they have received and recover the funds that have already been disbursed.
Where administrative punishments are received for violating the provisions of these Regulations, the relevant departments are to include the information in the credit information sharing platform in accordance with relevant provisions, and carry out punishments for untrustworthiness in accordance with law; where a crime is constituted, criminal responsibility is pursued in accordance with law.
Chapter VII Supplementary Provisions
Article 61: These Regulations take effect on March 1, 2024.
